2 officers seriously injured in neck restraint training session

    January 25, 2019

JAMIE DUFFY | The Journal Gazette

Two Fort Wayne police officers injured in a Monday afternoon training session on the lateral vascular neck restraint suffered “serious physical injuries as a consequence of the training,” according to Dr. Bill Smock who evaluated the men Tuesday.

Smock, police surgeon at the Louisville Metro Police Department, led a training seminar on different types of restraint and the long lasting effects of strangulation, including stroke, in Fort Wayne in September.
Smock traveled to Fort Wayne to see the two officers after he was contacted by the Allen County Prosecutor’s Office. The prosecutor’s officer sponsored the September training that drew about 100 doctors, nurses, paramedics, Fort Wayne firefighters, emergency workers and victim advocates.
Fort Wayne police said Wednesday they have stopped using the neck restraint technique.
